'@ mentioning doesn't suggest all room members in unencrypted rooms #193

Description

When opening FluffyChat, opening a room and trying to mention someone who isn't in the top of membership list won't get suggested. There is a workaround of going to room settings and pressing "Load <number of additional participants> more participants" in the room settings.

I wondered about this behaviour in a smaller meetup earlier today and @Sorunome told me the workaround and it's something that everyone some people including her know,but never opened an issue about.

To Reproduce

  1. Open FluffyChat
  2. Open a room with many participants
  3. Attempt to mention random users who you know are there. If they aren't on top of the membership list ()

@Sorunome who reviewed my issue pre-sending said that I can just remove the additional details section before I started filling it out.
