Issue building in Windows on Cygwin

Can't exec "aclocal": No such file or directory at /usr/share/autoconf2.7/Autom4te/FileUtils.pm line 274.
autoreconf-2.71: error: aclocal failed with exit status: 1

I have downloaded the required packages stated in the INSTALL.windows readme.

I also ran Cygwin as administrator and even changed the permissions in the directory where I installed Cygwin to allow access to all the subfolders

you will have to solve some specific problems of dependencies that are not in INSTALL.windows readme
using the dependencies available in Linux is a start
there are only 2 referring to the audio that are not necessary

Do you know if there is a way to make a list of the current requirements to run?
to update the list?
although just see the Linux prerequisites and download it through the Cygwin64 Terminal manager
