CPU is only nair'ing in training mode when told to fight

I've ran through and unchecked any boxes that might to relate to that. it seems they remember the last "mash toggle" move they used out of hitstun, and keep using that. so I can get them to spam fair instead, but when I turn off all mashes, they keep using the last move.

Any tips on how to fix this?
