General: Add Simulation Testing Framework

To start with, we should be able to set up a simapp and at least run simulations involving just standard Cosmos modules. The next step would then be to add simulation testing for the custom ixo modules (#155). Adding even just a simple createTestApp function will broaden the possibilities for testing and simplify it as well.
