I.e. version, name, project. So even when you loose your git repo, you still can dvc list to see what datasets you have on your cloud.

Such metadata should be stored in dvc project itself(even without git), so we don't need separate files. That approach is going to be implemented with dvc pkg feature. Related to #1487 .
