Drafts need to be editable by governance groups etc, so probably need a neutral place on community; not sure if publications has a place on community already that we could use for this?

thanks to Nas, we have now created a publications top level site on community.ices.dk

CRR's and TIMES have moved under this, will now create a similar dataflows site
