Improved support for the JVM Frameworks: Quarkus & Micronaut

Quarkus and Micronaut are both frameworks gaining increased usage in the Java/JVM ecosystem. They both currently work with minimal configuration changes on Heroku.

However, we can do even better and bring the configuration needed for these frameworks to run on Heroku to zero.
