@ewbankkit @justinretzolk can this extra small bug fix be reviewed and merged? It cause issues in refresh and resource has to be manually removed from state file. |

Description
Fix a bug where if a capacity reservation is deleted/removed from AWS account outside Terraform while the resource is still in Terraform state, refresh/read and delete actions result in failure.
