HIP-1056 Block to record transformer

Problem

Add the functionality to transform block files to record files. Add an initial mapping for a transaction type, with additional mappings to come in separate tickets.

Solution

-Add the foundational elements of the StreamFileTransformer and BlockFileTransformer
-Add a transformation for one of the transaction types in the design document
-Add the foundational testing infrastructure to be used for all mappings
