pii_entities is not a good parameter #1

currently, it's overloaded so that

if a str is passed, that str must be pii or spi
if a str list is passed, it uses mutliple, fine-grained information to look out for.

This overloading isn't enough separation of concerns. We should add 2 diff params that control each of those behaviors
