Bug description

When a workspace image does not have a Gitpod user, supervisor creates the user. In doing so, supervisor does not add an entry to /etc/sudoers.

Steps to reproduce

Start a workspace with a Docker image that does not have a gitpod user

Workspace affected

No response

Expected behavior

supervisor should produce an entry in /etc/sudoers which allows sudo without the use of a password.
