Allow users to open a new workspace for any branch

Problem to solve

The upcoming Teams & Projects feature will introduce a way for users open a new workspace for any recent (active) branch (see #4422). However, there is still no way for opening a new workspace for a non-active branch through the dashboard.

Proposal

If this sounds interesting, there are two possible entry points for adding a flow for opening a new workspace for any branch, including non-active branches through the dashboard.

1. Introduce a way to select a branch during workspace creation from the New Workspace modal.
2. Introduce a way to select a branch during workspace creation from the Project Branches page.
