Standardbounties expiration date treated differently than Gitcoin expiration date #393

reference: Bounties-Network/StandardBounties#25

in the old gitcoin smart contracts, users could submit after a bounty was submitted.

in standard bounties, this is not so. either

  1. standardbounties upstream needs to change
  • or -
  1. the UI needs to be much more clear that expiration dates are firm. this could mean
  • commenting back on the issue to let ppl know it's going to expire soon
  • sending reminder emails
  • and more
