Custom zoom level not available

Description

1481 and 1496 reference a customizable zoom level but menu does not show as available.

Steps to reproduce

1. Turn on overlays.
2. Zoom in to level 20
3. Verify overlays do not disappear
4. Look for zoom select on menu, but it will not be there.

This is not an issue with UI. It's an issue allowing @emersonveenstra to control what happens to imagery sources when they are zoomed in at higher zooms than they are intended to display at.
