MapRoulette layer is displaying tasks that are part of not-yet-enabled challenges.

Description

The API documentation for challenges specifies an enabled flag which we are not honoring. We should leave any non-enabled tasks on the floor and not display them.

So instead of dropping tasks in deleted challenges, we should also drop tasks from challenges that are not enabled.
