At today's ACDC we decided to remove EIP-7742.
This PR does the following:
TARGET_BLOBS_PER_BLOCK_*config variables.target_blobs_per_blockparameter from Engine API functions andNewPayloadRequest.specs/fulu/validator.mdwhich is no longer necessary (no changes from Electra).
