Import export scale range

Currently the actual import and export amounts are hardy visible for countries like Germany because the scale range which is used is the same as the maximum capacity of an individual production type.

Is it maybe useful to start using as the max range the maximum capacity of the individual interconnector for every country?

@Alportan do you think we can get the chart re-work a bit of prio for the next cycle? It would be nice to make this a bit more clear as it is indeed hard to see the values in the graph when the max production capacity is multitudes higher than exchange capacities.
