Management API extensions for UI

Hello,

We are currently working on creating a UI for managing hono devices and credentials and the API misses a few features that we need.

I opened specific issues for each features to simplify the discussion but this is a generic one to have links to sub-issues :

Retrieve all devices for a tenant : #1958
Device ID allowed characters : #1956
Bulk operations on devices : #1959
Status sections for devices : #1960
Gateway groups management : #1961
