Allow the /f powerboost command to boost maximum and minimum power level of an individual separately.

Idea

Currently there is no way to raise the maximum power level of a specific player. The /f powerboost command boosts both the minimum and maximum power level of a player at the same time. It would be much better if we could specify whether we are boosting the player's minimum or maximum power level. For example /f powerboost add max p Steve 5 would add 5 power levels to their maximum power level.
