Update dagster-sdf to most recent versions of SDF (0.10.8 vs 0.3.24)

What's the use case?

There are a lot of things which if you follow the current SDF docs, do not work with such an old version of SDF. For example, BigQuery does not seem to be supported.

It is also difficult to install such an old version of SDF, you have to run sudo sdf system update --version 0.3.23 to have the dagster-sdf package work.

I changed the sdf_version.py file to use the most recent release and it seems to work following the tutorial at least.
