Link field appears out of body copy panel

If a user creates 10 lines of body copy in an article and then highlights some text that they want to make a link, when they click on the link button they should be able to see the field to enter the URL

If you have 10 lines of text in the body copy the URL field is not visible within the body copy panel and you have to scroll down to find it.

Steps to reproduce the problem - create 10 lines of copy (including new paragraph spaces) and try to add a link to some of the text
