Summary

The following issues will be fixed in Gaia v8.0.2

• Fix gaiad build tags Build tags assigned incorrectly ("netgo ledger,") with Make 4.3+ #2017 (backport also to v7 ?)
• state sync docs update State Sync & t*-db #2209
• fix gaiad export/init to output to stdout ? genesis export goes to stderr rather than stdout #2249, (api breaking, might not fit a patch release)
