At End of Page not Scrolling to Correct Section Using Fixed Header

When scrolling to the very end of the page, when an anchor link in the nav is clicked on a fixed header the link does not scroll to the proper section. The website I am creating for example: www.milrossgardensonmain.com. You must scroll up slightly from the bottom of the page or click the link about ten times.

I have tried removing smooth-scroll and the links start working correctly again.

I'm not seeing this behavior in either Chrome or FireFox. Though this bug was reported (and I thought fixed) in a previous version, others have reported seeing it more recently.

Is this happening in all browsers or just specific ones, and are there any links in particulate where it occurs?

Your site looks lovely, by the way. Really nice use of animations! It's whimsical!
