Installing a colorscheme should make it the default colorscheme - allow disabling by flag

When I install a colorscheme without passing --use-color-scheme=no
Then my default .vimrc should activate that colorscheme and deactivate all others

When I install a colorscheme passing --use-color-scheme=no
Then my default .vimrc should not have its color scheme changed
