I removed padding from .ui-menu .ui-menu-item annotation class

Description

I removed paddings within .ui-menu .ui-menu-item that was used by the drop down items in share comments. This will remove the weird spacing within the item box

Motivation and Context

This resolves the weird spacing within drop down item in share comment annotation. #1711

How Has This Been Tested?

This was tested by starting up autolab-docker and change the autolab client annotation.scss file and tested by creating an class -> assignment -> submission -> create an annotation as share comments

I was using the lastest build of autolab and tango repo and use docker compose to build the project
