New bullet/block in existing list

I find it frustrating to add a new bullet to an existing list. I have to select the previous item at the exact last character and hit enter. If I miss the last character then I have to use arrow keys to navigate to the end and then hit enter.

Is it possible to either have a "+" symbol below an existing bullet, or a "phantom" block which is created when clicked? Both could be "on hover" UI elements.

This becomes an issue when another user is editing that block. Hitting enter overwrites the content they might be editing in that same moment.
