Move release validation tests to Jenkins

The release validation script [1] has a long list of dependencies / assumptions, both explicit and implicit. Having to install all of these dependencies, and debug when something is inevitably configured incorrectly, can take days of work. Much of this toil could be eliminated if we ran these tests on Jenkins instead of relying on the release manager's local environment.
