Feature request: Filtering using regular expressions and specify quoting character in csv #285

I wonder if it would be possible to filter by applying regular expressions.
In some cases you need to use a character other than double quotes as a quoting for the csv, like a backtick, would it be possible to specify the character when reading the csv?
