Transclusion does not use outside scope inside ng-if #5818

Since 1.1.5, transclusion does not use outside scope inside ng-if but use inside scope instead. I have reproduced this behavior in this plunker: http://plnkr.co/edit/ZzT9GGlkbGh35wg21umu?p=preview

I think this is a dupe of #5489 more or less. Anyways, I believe it's been decided that we probably can't "fix" this in 1.2.x due to potentially breaking apps which just sort of happen to work, but we'll probably have a fix for this in 1.3.
