Capitals not merged when joining kingdoms #3

I have noticed that capitals sometimes aren't merged. I don't recall doing something unusual when it occures. This time, the kingdoms merged when the guy with the purple arrow moved to that hexagon from the upper kingdom:

I tried to have a reproducible case, but couldn't:

  • From https://alcalyn.github.io/openhex/
  • Create a custom game
  • Select a medium world size, and use the seed: seed1
  • Capture the green cell between your two big red kingdoms

My two capitals are well merged, so I guess there is a missing condition I have not found.

Note that you can cancel again and again to see which step you did.

If you can reproduce it on a world with a fixed seed, I'd be happy to work again on this project :p

I found bugs on node 13 I have not on node 10, which makes tests to fail on travis, but not on node 10. I'll update it
