refactor: use plugin:react-hooks/recommended #254

eslint-plugin-react-hooksにいつの間にかrecommendedが生えていて、これの中身は現在指定している

      'react-hooks/rules-of-hooks': 'error',
      'react-hooks/exhaustive-deps': 'warn',

と同じなので、設定ファイルを短くできます。
