How do I make it possible for non-admin users to add categories?

As the title suggests, how do I make it possible for non-admin users to add categories, as it's unlikely that I'll be able to wait for people to contact me one by one and ask me to add categories to their videos before putting them in. And I've noticed that the actual taking effect of adding categories is actually very slow, it takes about 1-2 hours for it to take effect, how do I fix this?
