Putting Programs(playlists) on the home page, they do not honor the pagination control. #9694

Describe the bug
Some of the rows on the home page honor the pagination control, and show different videos for different pages.

Programs (playlists) on the home page, do not honor the pagination control.

This disconnect is puzzling for the user, and makes navigation meaningless.

To Reproduce
Steps to reproduce the behavior:

Go to "Organize Program"
Click on any program
Click on "Add to Home Page"
Go to the Home page
Observe the program and see the first items in it
Hit the pagination control
Observe the program has not changed

Expected behavior
The program rows to honor pagination as the rest of the home page does.
