Add an emulator and/or application handlers section

We need a way to support things other than games, in a way that users can download their handlers directly from the hub.

This would be a great feature to have for emulators and other applications that aren't webbrowsers

I'm thinking something like a new page where you can upload your own handler for any application (the handler then needs to be verified to even show up on the hub)

We are still in the planning phase for this one though, so feel free to shoot out some ideas! 💡
