What would you like to be added:
The same way we use Turborepo to lint our project, we should do the same with tests.

Why would you like this to be added:
Speed up tests by using turbo's cache feature.

I tried to get this to work but cannot run the legacy backend tests with Turborepo since they're in the root. #2777 will solve this.
