[Bug]: Could not create SSL/TLS secure channel on extras/gimp installation

Prerequisites

• I have written a descriptive issue title.
• I have searched all issues/PRs to ensure it has not already been reported or fixed.
• I have verified that I am using the latest version of Scoop and corresponding bucket.

Package Name

gimp

Expected/Current Behaviour

• Expected: proper installation without any error occured.
• Actual:

WARN  Purging previous failed installation of gimp.
ERROR 'gimp' isn't installed correctly.
Removing older version (2.10.38-1).
'gimp' was uninstalled.
Installing 'gimp' (2.10.38-1) [64bit] from 'extras' bucket
The request was aborted: Could not create SSL/TLS secure channel.
URL https://download.gimp.org/mirror/pub/gimp/v2.10/windows/gimp-2.10.38-setup-1.exe is not valid

Steps to Reproduce

scoop bucket add extras
scoop install extras/gimp

Possible Solution

I have no idea.
