Show small plots for each vector feature in the feature details panel in the Cesium map #2185

In a meeting today talking about the lake change layer, @initze suggested that it would be useful to be able to see small plots for each individual lake. For example, when you click on a lake to see more details about it, it would be great to have the option to see a small plot of some lake attribute over time, for that particular lake. I think this is a feature that could be useful for lots of different types of vector layers on the map. It could apply to any feature that has time series data, or any other type of data that can be plotted.

Something like:

(Note the feature suggest by this issue is a simple plot that handles only small amounts of data, not the more complex plot viewer that we're planning for the portals/map in general that will be able to handle visualizing large datasets)
