Update Exclude Checkmark Action to Change Behavior Based on Inclusion Status

Description

Currently, clicking on the exclude checkmark will create a single url exclude pattern.

However, if the url is already excluded, it makes more sense for it to create a single url include pattern.

This is very important, because currently there is no way to manually specify the include pattern type.
