Fulltext Status Report

Description

After the full text import runs, it does not currently notify the user of what happened.

We need a notification system to tell the user if no deltas were found or that the delta process has been completed.

This needs to possibly tie into a larger notification system, dev discussion pending.

As an immediate action, can we change the status back to reindexing not needed if the full text import finds sinequa urls but no delta.
