Publish Java library docs for Procedural Scheduling

@JoelCourtney has been working on writing docs for the Procedural Scheduling Java library API(s). These will also need to be published and linked to from the Aerie documentation, like to the existing Java docs. These are published using the "deploy to gh pages" workflow: https://github.com/NASA-AMMOS/aerie/blob/develop/.github/workflows/deploy-to-gh-pages.yml

• Finish writing Java docs for Procedural Scheduling
• Add commands for building & copying docs to deploy-to-gh-pages workflow
• Merge ^these to develop and test that docs are correctly published
• Update aerie-docs to link to new Java docs
