Boss collectibles with low drop rates encourage farming bosses, which with many players farming solo to stay nearby, prevents other players from fighting said bosses. This is amplified when you compare a player using the stumbler vs. camping nearby/idling around the map.
Boss collectibles that are under 50% drop rate will be moved off of the boss to a locked area nearby, or have their drop rate modified on a case by case basis. The difficulty to reach the collectibles removed from bosses will be designed to reflect their current difficulty to earn. The locked areas will require the current boss kills, but potentially other requirements as well.
One example would be the gorgon snake collectible from the basilisk (5%) vs. the crystal of air from the cloud giant (30%). The basilisk location will likely have multiple TPs, pitfalls, or forced forsakeItems, while the crystal of air might be a maze, or a single trap.
