[Hxb] Optimistic display requests

[kLabz]

Limits the number of modules restored during display requests, which is especially useful on projects with lots of inter dependencies.

• Mostly reverts [hxb] load less dependencies during display requests #11650: instead of looking at what hxb writer saw when adding a module to the cache, looks at what hxb reader actually used
• Built on top of [hxb] Ignore invalidations during display requests  #11660 (and Only check dependencies when full typing #11872 that fixes some of its issues)
• Similar to [hxb] Reader: lazy type restoring  #11873, uses TLazy on cf_type. Initially, modules that are non essential are only partially loaded. cf_type is being followed when a field is used, which will trigger the loading of the rest of the module.
• Can be disabled with -D disable-hxb-optimizations in case that causes issues

I will rebase after #11872 and #11873 are merged to get a cleaner PR here.

Will keep it opt-in (and a draft) for now, still waiting on more data from shiro devs and will likely have a thing or two to fix.
