Submit - unnecessary error message

At 'Application ready to submit' I immediately get a warning (note: partly in Dutch!)

I assume that is because on this very page I have not yet filled out all fields (I have not even been able to do so yet)? I find it a bit confusing. And even when I have answered both question at the bottom of that page, the error message does not disappear.

If I press 'save and go back to previous step' and then come back on the page 'Application ready to submit', the error message has disappeared.

If this error message always appears, then perhaps better not to have it appear at all, but disable the 'submit application' button until the questions on that page have been answered?
