Why I did it
Update thermal policy according to the new programming guide from HW guys.
How I did it
Fill new threshold tables, then design an algorithm that can check each thermal sensor individually and determine the appropriate fan duty.
How to verify it
Provide dummy thermal temperature and see if the result fan level is what we expected.
