When people want to interact with other addresses (receive notes from them, really), they'll need to add their account to PXE's address book. There's not really a lot going on here other than having a store for these plus methods for interacting with it.

This will eventually be replaced by some mechanism where people discover handshakes that have been performed (and e.g. posted on-chain), but for now we'll rely on this manual operation.
