bug: validating epoch proof quote is at wrong time

When the sequencer goes to see if its epoch proof quote is valid, it simulates it at the time of the previous block on L1, even though it should simulate at the time that it should be proposing the epoch proof quote.

Similar to the issue where we were doing the same thing when checking if the proposer "can propose" (#8110)
