Allow to align text to right

Add TextAlignment property

Describe alternatives you've considered
Using Style Selector like this:

    <Style Selector="NumericUpDown /template/ TextBox#PART_TextBox">
      <Setter Property="TextAlignment" Value="Right"/>
    </Style>

If you use third party themes you need to know how the theme has implemented the NumericUpDown style.
