Send last filters update time during issue reporting

Issue Details

it is not explicit in reports now when filters were updated last time, especially in MV3 version of the extension

Proposed solution

send filters_last_full_update and filters_last_update (if supported) while issue reporting. check docs:
https://github.com/AdguardTeam/ReportsWebApp#pre-filling-the-app-with-query-parameters

1. both should be sent for mv2.
2. for mv3:

• filters_last_full_update — due to dnr-rulesets version (for now)
• filters_last_update — probably should be skipped until diff updates are supported (or Quick Fixes filter last update time may be sent)
