Support multiple environments

Currently only a single environment is supported via the .env file. Ideally we want to dynamically support multiple environments with different contexts. In the current implementation the RAGHelper/RAGHelper_cloud instances are instantiated on the intial instantiation of the Flask app. Look into options to add new environments/contexts at runtime without having to reload the app.
