There were a bunch of new ARGs added in this PR: #155, including COMPILER_PKG_VERSION.
We didn't update the associated dependency workflow, and hence the compilers would be stuck on the default 2021.2.0 compiler package version for the foreseeable future.

Update the dependency workflow to use these new compiler ARGs.
